FAILURE OF THE PILOT TO MAINTAIN A VISUAL LOOKOUT WHILE PERFORMING AERIAL APPLICATION. A FACTOR ASSOCIATED WITH THE ACCIDENT IS SOFT TERRAIN IN THE SELECTED LANDING AREA.
