Analysis

PILOT RECEIVED WX BRIEFING FOR A VFR FLIGHT TO THE ATLANTIC CITY, NJ AREA. VFR FLIGHT WAS NOT RECOMMENDED. AFTER ARRIVING IN THE CAPE MAY AREA HE DECIDED TO RETURN TO HIS DEPARTURE POINT DUE TO WX. DURING THE RETURN FLIGHT HE MADE A PRECAUTIONARY LANDING AT PINEY HOLLOW DUE TO LOW CEILINGS & RAIN. HE LANDED LONG AND RAN OFF THE END OF THE RUNWAY INTO TREES. HE DID NOT FILE IFR IN FLIGHT SINCE HE DID NOT HAVE THE APPROPRIATE ENROUTE & APPROACH CHARTS WITH HIM.

Probable Cause and Findings

THE PILOT OVERSHOOTING A LANDING DURING A PRECAUTIONARY LANDING DUE TO DETERIORATING WEATHER CONDITIONS. CONTRIBUTING FACTOR(S) WAS: THE PILOT'S DECISION TO ATTEMPT THE FLIGHT AFTER BEING ADVISED THAT VFR FLIGHT WAS NOT RECOMMENDED AND INADEQUATE PREFLIGHT BY NOT ASSURING THAT APPROPRIATE IFR CHARTS WERE AVAILABLE FOR THE FLIGHT INTO KNOWN MARGINAL WEATHER CONDITIONS.
