DURING VECTORS TO ARPT PLT REPORTED RIME ICE FORMING ON ACFT & ENG FAILURE AT 9000 FT MSL. THE ACFT WAS VECTORED TO THE CLOSET ARPT. RADAR CONTACT & COMMUNICATIONS WERE LOST & THE ACFT COLLIDED WITH TERRAIN SOUTHEAST OF THE ARPT.
