AT 0809 HRS, PLT OBTAINED TELEPHONE WEATHER BRIEFING & WAS ADVISED VFR FLT NOT RECOMMENDED FOR INTENDED ROUTE. AT 1310 HRS, PLT OBTAINED SECOND BRIEFING, VFR FLIGHT AGAIN NOT RECOMMENDED, NO IMPROVEMENT EXPECTED PRIOR TO NOON OF FOLLOWING DAY. AT 1428 HRS PLT RECEIVED IN-PERSON THIRD BRIEFING AT DIFFERENT FSS & WAS ADVISED MARGINAL VFR AT BEST, FILED VFR FLT PLAN AND DEPARTED. ONE HR AFTER TAKE-OFF, IN RAPIDLY DETERIORATIONG WEATHER CONDITIONS WHICH PLT STATED EXISTED IN ALL DIRECTIONS, DECISION WAS MADE TO EFFECT PRECAUTIONARY LANDING AT AIRSTRIP RATHER THAN REVERSE COURSE. WEATHER CONDITONS AT AIRSTRIP PRECLUDED APPROACH. PRECAUTIONARY LANDING EXECUTED ON A ROAD. ACFT COLLIDED WITH CATTLE FENCE ON ROLL OUT.
